Stillwater council adopts Envision Stillwater 2045 comprehensive plan

The Stillwater City Council voted 5-0 on Dec. 15 to adopt Envision Stillwater 2045, the city’s updated comprehensive plan intended to guide land-use decisions for the next two decades.
Henry Buebelheimer of Development Services summarized the two-year effort led by consultant firm Friese Nichols and staff, explaining the plan is a guiding — not regulatory — document and that its implementation table ties chapter goals to specific actions for council and staff to pursue. "A comprehensive plan is not a regulatory document, but it guides the City towards regulations that align with the comprehensive plan," Buebelheimer said.
Councilors acknowledged the duration and detail of the work. One councilor thanked the advisory committee, the city manager’s office and city staff for the multi-year effort and said adoption represented a culmination of that work. The council’s adoption will allow staff to reference the plan when rewriting the Land Development Code and when evaluating future projects.
The resolution adopting the plan passed with a 5-0 vote. Councilors also discussed a recommendation from staff for an annual review of the plan to keep it current with policy and priority changes.
Next steps are procedural: the council adopted the plan by resolution and indicated staff and the consultant will use the document to support future code updates and recommended actions called out in the plan’s implementation table.
