The Jacksonville City Council approved an ordinance with an emergency clause to rezone 440 South Sandy Street from B-3 (business) to R-3 (residential) on Dec. 1 to facilitate a pending property sale.
Alderman Scott said the Planning Commission had unanimously recommended the rezoning and that the emergency clause was requested because the mortgage lender required the correct zoning classification to proceed with closing. The council conducted the emergency-clause vote followed by the ordinance reading; roll-call votes recorded unanimous approval and the motion carried.
No substantive debate was recorded during the council vote; the council reserved further procedural discussion for committee/administrative follow-up as required by the zoning code.
