The Garrard County Board of Education approved a series of routine administrative and construction items and voted 4–1 to waive the superintendent’s annual evaluation for one year at its regular monthly meeting.
Superintendent (unnamed) recommended approval of the first pay application for the Garrard County High School athletic fields and facilities, saying much of the payment covers retained funds. The board voted to approve the pay application after a motion and second.
The board received a construction update and a video provided by Trace Creek representative David Milam. The superintendent briefed members on the district’s bonding capacity, describing recent month-to-month volatility and noting that higher interest rates reduce borrowing capacity.
On policy and compliance: the board took a first reading of policy updates for the 2025–26 school year (KSBA-derived and reviewed by the board attorney) and was asked to review the materials before final action in July. The board also approved a district-managed list of communications tools to comply with Senate Bill 181, agreeing to accept district-managed Google products and services, KDE-provided email, Remind, ClassDojo and Infinite Campus for SB 181 compliance; the superintendent said the list may change if better options are found.
The board approved the district funding assurances required by the Kentucky Department of Education for the 2025–26 school year and accepted an updated certified evaluation plan after the superintendent explained a legislative change that requires tenured certified staff be evaluated every five years instead of every three. The superintendent said non‑tenured staff will continue to be evaluated annually.
On insurance, the superintendent recommended renewing workers’ compensation and liability coverage. The district listed the workers’ compensation premium at roughly $62,000 with Hartford ClearPath and reported Liberty Mutual quotes of $452,064 with terrorism coverage or $449,657 without; the superintendent recommended maintaining terrorism coverage and the board approved the recommendation.
The board approved fidelity bonds for board office staff members Miss Coffey and Miss Naylor who handle financial duties and approved three BG‑1 notifications to KDE for middle‑school concrete, asphalt and canopy projects so work can proceed before the school year begins.
In the most substantive roll-call moment of the evening, the board voted to waive the superintendent evaluation for one year. Board member (Speaker 2) opposed the waiver, saying, “I think it sets a precedent when we waive our own policy, and I’m not necessarily fond of that.” The chair and other members supported the one‑year waiver; the motion passed with four in favor and one opposed.
