Parks commission backs Ruth Hardy fitness court, dissolves public-art ad hoc and forms golf-course ad hoc

At its Nov. 24 meeting the Palm Springs Parks and Recreation Commission took several formal actions, unanimously approving staff recommendations and creating two ad hoc committees.
The commission voted unanimously to recommend to City Council the design approval for a Measure J-funded fitness court at Ruth Hardy Park. Staff described the proposed court as roughly 60 feet by 100 feet with rubberized surfacing and a hip-style shade structure; the facility is intended primarily for exercise classes and reservations follow the city's existing fee schedule. Commissioners asked about lighting, reservation fees and how staff would prevent unauthorized use. Staff replied there would be no lighting in the structure itself, use and reservations would fall under the current fee schedule and rangers, maintenance staff and police patrol would monitor for unauthorized use.
The commission acted on ad hoc committee organization after an extended discussion about public art in parks. Commissioners expressed concern that Parks & Recreation had limited input into some public-art placements and recommended a joint audit and walk-through with the Arts Commission to clarify responsibilities. The commission voted unanimously to dissolve the separate public-art ad hoc and move those duties under the master plan and park-enhancements ad hoc so the work can proceed with coordinated oversight.
Commissioners also voted unanimously to form a golf-course ad hoc in response to community concerns about recent fee increases and course conditions. Staff said they anticipate returning recommendations to the commission in the next two months and confirmed they are checking potential conflicts of interest with legal counsel for nominated members.
Other procedural actions at the meeting included unanimous approval of minutes, cancellation of the tentative Dec. 22 meeting and approval of the 2026 meeting schedule (regular meetings on the fourth Monday except May will meet the third Monday for Memorial Day; no August meeting). Many votes were recorded as unanimous approvals by roll call.
Next steps: staff said the Ruth Hardy fitness court recommendation and several funding adjustments will go to City Council for consideration on Dec. 10, and the commission will receive updates on ad hoc progress and construction schedules in January.
