Council approves $302,250 sole‑source bid for Radcliffe Center restroom modernization

Garden City — The City Council voted 7–0 on Dec. 8 to award a $302,250 contract for restroom renovations at the Radcliffe Center, approving the staff recommendation to use a sole‑source vendor identified in the council packet.

Parks and Recreation Director Zach King said the project is funded in part by a Community Development Block Grant (CDBG) and will bring two restrooms to full modernization to meet accessibility standards, including upgraded lighting, flooring, ADA-compliant stalls, partitions, water fountains, improved ventilation and plumbing fixtures. King said one restroom will be customized to meet the needs of an existing tenant and the other will be modified for another renter; restrooms will remain publicly available if the renters change.

Staff told council the work follows drawings prepared by Detroit Architect Group. The bid was presented as a sole‑source award to "All Faces Ceilings and Carpentry" in the amount of $302,250; earlier meeting materials noted that in April the city had approved All Phases as the lowest qualified bidder for an earlier restroom group, which staff said is the reason for selecting the same contractor for this phase. Councilmember Kara Fotis asked whether specifications and brand details were included; staff said the drawings contain the standards and conceded that those drawings should have been included in the packet.

Councilmember Witt moved to approve the sole‑source vendor contract; the motion passed 7–0.

What happens next: staff will execute the contract and schedule work under the CDBG funding parameters; the city will provide contract details and a schedule as the project advances.
