Starr County Commissioners Court voted Dec. 8 to designate roughly 300 acres in the Los Americas Industrial Park area on FM 650 as the Los Americas Reinvestment Zone, a step staff said is required before the county may enter tax‑abatement agreements.
County staff member Rose Benavides told the court the zone covers the current developed area and adjacent land so future phases need not return to re‑establish the zone; she said the designation expires after five years and does not itself grant any abatement. "This reinvestment ... is about 300 acres," Benavides said during the hearing.
The designation makes projects within the zone eligible to request tax abatements; any abatement would still require a separate negotiated agreement and county approval. Benavides described how taxes generated inside the zone could be split so a portion is reinvested in infrastructure projects overseen by a reinvestment board that includes county representatives.
The court unanimously approved a resolution designating the zone after a motion and second. Commissioners then approved a separate motion authorizing staff to begin negotiations with a company identified in the packet as Roma 210 Logistics; Benavides said that would be the first abatement request expected within the new zone. The authorization instructs county staff to start negotiation only — it does not finalize any tax abatement or change tax obligations.

County officials said the move is intended to make the area ready for industrial development while preserving later public review and formal approval for any specific abatement agreements.
