Board adopts new rural addressing and ADU driveway rules, raises addressing fees

Warren County supervisors voted Dec. 2 to repeal and replace chapter 13 (uniform rural address system) and chapter 19 (costs and fees), adopting new language to address accessory dwelling units (ADUs) and updating fees.
County staff explained the change: ADUs must use the same driveway as the primary dwelling but will receive a separate address within that parcel. The revision to chapter 13 was proposed with an effective date of Jan. 1, 2026. Staff said the county is not creating state law but is setting local requirements for addressing and driveway use.
The new fee schedule in chapter 19 (effective Jan. 1) sets a $150 charge for a new driveway with an address, $100 for a field entrance, $100 to convert a field entrance to a driveway with an address, and $50 to widen an existing entrance. Staff said the fees cover engineering office inspections and trips to verify driveway standards.
No public commenters spoke during the hearing. A supervisor moved to repeal and replace the chapters and waive second and third readings; the motion passed unanimously on roll call.
