The Fairview Board of Commissioners took action on several land-use and administrative items at its Dec. 4 meeting.
Rezoning and land-use votes - Ordinance 2025-23 (rezoning a parcel on Harrison Drive from RS-40 to RS-10) received a positive planning commission recommendation and passed on second reading 5-0 after a developer representative explained a concept plan for nine buildable lots (one lot will host a water tower to serve the area).
- Ordinance 2025-24 (rezoning approximately 3.17 acres at 7104 Hall Road from RS-40 to RS-15) drew public comment about traffic and lot configuration, and an extended board debate over density and conformity with the 2040 plan. The board approved the rezoning on second reading by a 3-2 vote.
Subdivision infrastructure and resolutions - Resolution 63-25 accepted the bonded public improvements for Pennock Place (roads, sidewalks and stormwater infrastructure) after staff confirmed those bonded items conform to construction drawings; the board approved the resolution 5-0. Staff and the city engineer noted ongoing homeowner concerns about on-lot drainage; staff will follow up with the HOA and homeowners with recommendations.
- Resolution 62-25 (Adams Preserve subdivision acceptance) was deferred to Jan. 15, 2026 because one completion item remained outstanding per staff.
Other actions - The board approved a three-year memorandum of understanding with Williamson Medical Center to provide medical direction and annual competency checkoffs for city EMTs; the city attorney noted the prior agreement had been signed three years ago without BOC approval and the new MOU regularizes the relationship. The MOU passed 5-0.
