Summary
The court authorized solicitation of sealed bids for the El Oso Water Supply/Pe'guo water plant system improvements under a Texas Department of Agriculture CDBG grant (CDV-23-0227); the county is a pass-through recipient and commissioners approved the request with one abstention recorded.
County staff told the court that Atascosa County is the pass-through recipient for a Texas Department of Agriculture Community Development Block Grant (CDBG) identified as CDV-23-0227 to fund improvements at the El Oso Water Supply / Pe'guo water plant system. Tabitha Garza presented the request and said staff sought authority to solicit sealed bids for contractors.
"The county is a pass through recipient for this grant... today, we just needed the court's approval to solicit ads for sealed bids for contractors on the project," Garza said.
The court approved the solicitation motion; the minutes show one abstention recorded (Commissioner Riley). Staff said the project would impact the water plant system and that county staff would solicit bids in accordance with grant requirements. The court did not vote on any construction contract at the meeting; the action was limited to authorizing the solicitation of bids.
The grant number was recorded on the agenda; no contract award, contractor selection, or project schedule was adopted at the Nov. 24 meeting. County staff will proceed to advertise and solicit sealed bids consistent with the TDA CDBG program rules and bring award recommendations back to the commissioners for final action.
