At its Nov. 25 meeting, the City of Buckeye Planning & Zoning Commission voted on a series of land‑use items and administrative actions and forwarded several recommendations to the mayor and City Council.
Minutes and administrative items The commission approved minutes from the Oct. 28, 2025 regular meeting and voted to cancel the Dec. 23, 2025 regular meeting so staff and commissioners could observe the holiday.
East Mahoney rezone (PLZZ-25-0008) Planner Trish Cooley described the applicant’s request to rezone roughly 0.75 acres at the southeast corner of 5th Street and Mahoney Avenue from an obsolete planned residential district to downtown residential to accommodate a daycare in an existing church structure. Cooley said the application completed public noticing and that staff recommended the commission recommend approval to City Council. The commission voted to recommend approval.
Coyote Crest Planned Area Development (PLZZ-25-0001) The commission recommended approval of the Coyote Crest PAD, a multi‑phase planned area development on about 64 acres intended to yield roughly 900 total dwelling units across three development units (cottage‑style single‑story cottages, duplex/townhome products, and garden‑style apartments) at an aggregate density of about 14 dwelling units per acre. Applicant representatives emphasized design guidelines, infrastructure coordination for the planned McDowell Parkway corridor, and arrangements for drainage and fire access. The motion recommending approval with a proposed condition change passed.
120 South 4th Street rezone (PLZZ25-0009) Senior Planner Joseph Miller presented a request to rezone two downtown parcels (combined ~8,124 sq ft) from Commercial Center to Downtown Commercial to allow a roughly 6,000‑sq‑ft multi‑suite commercial building to support downtown infill. Staff recommended approval to City Council and the commission voted to recommend the rezone.
Grandview rezoning and scheduling The commission granted a continuance for the Grandview rezoning (PLZZ-23-00016) to the Feb. 10, 2026 meeting at the applicant’s request to continue working on stipulations and to accommodate neighbors. The commission also set the continued AT&T cell‑tower CUP (PLZUDash25Dash0003) for Jan. 27, 2026 to allow staff to collect FAA and property/lease documentation.
Next steps Approved items will be forwarded to the mayor and City Council as recommended. Staff announced the next Planning & Zoning meeting is scheduled for Dec. 9, 2025.
