Christian County commissioners direct legal addendum for multi-date special-event permits, approve 2026 festival permit contingent on insurance

A county staff member said the sheriff's office had no objection to a multi-date schedule and recommended an addendum to the existing ordinance to allow multi-date or location-fixed permits. Commissioners directed Mark, in-house counsel, to draft an addendum and return it for consideration at the Dec. 4 meeting.
Separately, John Wilson and Phil Amtower sought approval for a summer festival at the same site used in 2023. County staff recommended approval contingent on updated insurance and submission of the site plan. The commission moved and approved the festival permit with the contingency on proof of insurance and the required site plan.
What was decided: Commissioners asked counsel to prepare language to allow multi-date/annual permits for appropriate, fixed locations and approved the John Wilson festival permit contingent on renewed insurance and a site plan. Formal vote on the addendum was deferred to the December meeting when the drafted addendum will be returned for review.
Unresolved details: The addendum language, any numeric thresholds for frequency, and conditions under which a multi-date permit would be allowed (for example, fixed infrastructure or recurring safety plans) were not recorded in the meeting and remain to be drafted by counsel and considered in a future meeting.
Next steps: Mark will draft the addendum for the special-event permit ordinance and staff will place that draft on the Dec. 4 agenda. The John Wilson permit will be finalized once the county receives proof of renewal insurance and the site plan.
