Committee agrees to draft memorandum before approving mountain‑bike trail land transfer

The Pleasant View Golf Course Committee discussed a request to expand a nearby mountain‑bike trail onto a small parcel adjacent to the course and, after several members raised concerns about transferring land without a written agreement, agreed to draft a memorandum of understanding (MOU) and refer the request to Parks & Recreation.

Jeremy described the proposal as a minor land adjustment that would improve rider safety and said the golf course has experienced a generally positive relationship with the local mountain‑bike community. Tom countered that the city should not transfer land of value without receiving a reciprocal, documented benefit: "I would never give away I would never transfer anything without an accompanying value return." Committee members agreed that at minimum a written MOU was required to record the arrangement and to set limits on future encroachment.

Members asked that the MOU spell out what the city will give, what it will receive in return (or protections), and how far any encroachment may extend; they directed Carl and Tom to draft a boilerplate MOU that staff could flesh out. Jeremy and others said the recommendation should then go to Parks & Recreation for technical review and return to the committee at the next meeting with a formal recommendation.

The committee did not vote to transfer land during the meeting; instead it took the procedural step of instructing staff and committee members to prepare written terms and to involve Parks & Recreation before any final action.
