Tallmadge council approves zoning changes, donations and appointments in routine meeting

At its Dec. 11 meeting the Tallmadge City Council approved a package of ordinances and appointments covering zoning changes, city donations and operational contracts.
Planning and zoning: Councilwoman Fletcher opened the planning and zoning public hearings and the council approved Ordinance 2025-86 (amending the planning and zoning code to add use regulations for vape and smoke establishments) on third reading, unanimous 6–0. The council also approved Ordinance 2025-90, granting a conditional zoning certificate to Moore Plaza LLC so Burning Bush Church may occupy roughly 11,000 square feet at 23 Midway Plaza; the ordinance includes conditions the fire and building departments must verify before issuing a full certificate.
Donations and appropriations: Council adopted Ordinance 2025-96 to accept in-kind donations from the Tallmadge Historical Society (informational plaques valued at about $4,500 and funds for repair of a 1947 fire truck valued at $13,000). The council also approved Ordinance 2025-99 to accept a shed and aggregate donation for the Tallmadge Marlins swim team (about $5,000). Finance-related Ordinance 2025-98 (additional appropriations for police pension costs and related transfers) was adopted as part of routine year-end reconciliations. All votes were recorded 6–0.
Operations and safety: The council authorized Ordinance 2025-95 to authorize the mayor to enter into a contract to lease or purchase an EMS squad/demo unit so the city can take delivery in 2026; the measure passed 6–0. The public service committee advanced Ordinance 2025-97 to rework the stormwater detention at Fire Station 2 to reduce standing water and nuisance conditions; council voted to pass that ordinance as well. Council also advanced Ordinance 2025-100 (a proposed change to elevator requirements) for additional readings at later meetings.
Appointment: Law Director Raber introduced Christy Pearson, who briefly described her background including work as a magistrate in Canton Municipal Court; council voted 6–0 to appoint Pearson as assistant law director.
Votes at a glance: Ordinances 2025-86, 2025-90, 2025-95, 2025-96, 2025-97, 2025-98, 2025-99 and the appointment of the assistant law director were all approved by unanimous roll-call votes (6–0). Ordinance 2025-100 will return for additional readings.
