Staff described past attempts to bring B‑cycle to Middleton and said maintenance and operating funds have been the primary obstacle. Committee members said they welcome the capital investment but do not want the city to assume ongoing repair work. "I'm fully supportive of B‑cycle coming to Middleton as long as B‑cycle is the group that maintains the bikes, and not the city of Middleton because they are trained in it," Kirsten Cloughner said.
Members proposed that tourism boards or local businesses be approached to help cover operating costs. Several members suggested the Downtown Middleton Business Association and local hotels as potential partners. The committee moved to support the grant language and approved it by voice; the chair announced the motion was unanimous.
Staff said the resolution supports only capital costs and that future operational commitments would be negotiated as part of the grant application and partnership conversations.
