Commissioners approve RFQ for jail building assessment, staff say study is not for a new jail

The Bay County Board of Commissioners approved a purchasing RFQ Dec. 9, 2025, to hire a consultant to conduct a feasibility study and building assessment for the county jail, with staff and commissioners clarifying the scope is an infrastructure and maintenance assessment rather than planning for a new jail.
Commissioner Begay said previous feasibility studies in the county had led to capital projects (citing a pool project as an example) and asked staff to clarify whether this procurement was intended to plan for a new jail. Kristen, speaking for staff, answered: “This is not an assessment for a new jail. This is assessment on the current mechanical, plumbing, electrical, maintenance systems in the current jail with the goal to be to get a prioritized list of capital improvements so we can elongate the life of the current jail.”
Commissioners and staff agreed the study would guide planning for necessary infrastructure improvements and help the county budget for future capital costs. The board approved the RFQ and directed purchasing and facilities to procure a consultant and report back with prioritized capital recommendations.
