The Bay County Board of Commissioners approved a broad consent agenda at its Ways and Means/Personnel/Human Services Committee of the Whole meeting Dec. 9, 2025, moving and approving items ranging from grant acceptances and contract extensions to procurement authorizations and budget adjustments.
Chair opened the meeting at 4:00 p.m., took roll and led routine business. The board approved the meeting agenda and the minutes from Nov. 4, 2025, by voice votes. Public comment was opened and closed with no speakers.
Among the items approved were a Bay County Sheriff canteen services grant extension for 2026–27; a 2026 remediation program; acceptance of MDHHS supplemental and local stabilization funds for the health officer; a three‑month temporary medical examiner contract extension while an RFQ is completed; Bay County Courts Thompson Riders grant authorization for 2026; a jury management system contract for 2026; Community Corrections provider agreements and home‑confinement agreement for fiscal year 2026; and an ESRI county enterprise agreement covering 2026–2028. The board also approved a Civic Arena food supplies budget adjustment for 2025–26 and a Flex Administrators HSA agreement for 2026.
The board received financial items including a 2025 analysis of general‑fund equity, an update regarding executive directive 2007‑11 and an Office of Assigned Counsel report dated Oct. 25, 2025. The board approved a 123.net internet service agreement for the new Bay County Health Center (2026) and carried several purchasing RFQs, including a feasibility and building assessment procurement intended to prioritize capital maintenance for the county jail.
On routine fiscal matters, staff said the BCBS Schedule A for 2026 reflects a roughly 52% increase in the stop‑loss administration fee offset by about a 20% decrease in the administrative fee, with staff estimating the change affects roughly $850,000. The board voted to approve the BCBS schedule.
The meeting ended after commissioners confirmed there was no need for a closed session and the board adjourned.
