Council hears first reading of transportation impact-fee study proposing $2,877 per single-family home

City consultants presented a first reading for a proposed transportation facilities impact fee intended to fund expansion of the municipal street garage.
Christie Dimaster of Trilogy Consulting briefed the council on the study’s methodology and findings. She said the study attributes roughly 33% of the street-garage expansion costs to future development (about $4.6 million) and proposed adding about $2,877 to the per-single-family-home impact-fee package currently charged to new residential construction. The study also proposes a 44¢ per-square-foot fee for new nonresidential construction and described a graduated residential fee schedule based on unit size.
Dimaster explained the statutory standards that require fees be proportionate to new-development demand and not used to remedy existing deficiencies or duplicate developer contributions or grants. She said the city must track revenues in a separate fund and that fees would sunset once the recoverable amount has been collected.
Next steps: the study and ordinance were made available at the city clerk’s office and the council scheduled a public hearing and second reading for Dec. 2 to receive additional input and consider adoption.
