Board approves Aqua Hawk customer portal, wastewater study and multiple infrastructure actions

Dan described a non-working sampler, the need for a flow meter, improved screening, site maneuverability changes for tanker trucks, lighting and security cameras, and a review of customer waste types and quantities. Staff noted the receiving station averages about 13 customers and brings in approximately $300,000 annually.
Lift Station 3 generator award: The board approved awarding the Lift Station 3 generator upgrade to the low, responsive bidder. Staff reported the winning bid was about $208,000 against a $210,000 budget and that a second bid was about $250,000. The engineer recommended the low bidder met bid requirements. Transcript contains inconsistent spellings of the recommended vendor; staff said they are confident the bidder meets requirements and the motion carried.
Change Order 1 — County Highway LL utility extension: The board approved Change Order 1 to add sanitary laterals through Whitetail Hill/Northport Group property after the city later secured an easement. The developer will reimburse roughly $121,000 of the cost; the remaining approximately $1,000 for a second erosion-control mobilization is anticipated to be charged to TIF 5. Staff said the change order also includes a contract time extension (delivery moved from Jan. 1 to Mar. 1).
Sidewalk maintenance bid rejected: Staff recommended rejecting the single bid for the 2025 sidewalk maintenance project because the lone bid (~$123,000) exceeded the project budget (~$110–115,000). The board voted to reject the bid and left rebidding as a future step.

What happens next: staff will move forward with the software integration and vendor onboarding for Aqua Hawk, proceed with the Strand planning contract deliverables for the septic station, and administer the awarded contracts and change orders. Any new or amended project schedules or costs will return to the board as required.
