City faces near-30% health insurance renewal; other plan quotes not recommended

City staff told the finance committee that the municipal health insurance renewal will increase nearly 30%, with premiums rising from $84,285 per month to $109,000 per month under the carrier’s final quote.
Staff said the original renewal quote was a 34% increase but negotiations reduced that to 29.9 percent. "The reason for the rate increase is the past 2 years claims history," staff said, noting the group’s recent claims have driven rates higher compared with previous years when the group had favorable experience.
The city solicited alternative quotes, including from UnitedHealthcare, but the insurance committee did not recommend switching because alternatives would have resulted in significantly higher out-of-pocket costs and network changes for employees. Staff said other municipalities of comparable size are seeing similar rates, but the jump remains a “tough pill to swallow.”
Staff also reported labor-management meetings are underway with four unions as contract negotiations begin; any changes to benefits will be discussed in that process.
