Christian County approves dedicated self-insurance claims account for employee health benefits

The Christian County Commission voted in an emergency session to authorize opening a dedicated claims account to manage self-insurance payments for employee health benefits.

Presiding commissioner Lynn Morris announced the emergency meeting and said the single agenda item was approval of a benefits account for the county’s employee services office. Commissioners approved the consent agenda and then discussed logistics for establishing the account.

Staff said Melissa would be authorized to open the account and that the county would create a separate bank account, using a new bank guarantee. A staff member identified the name as “the Christian County Government Group Claims account” and said it would be maintained in Fund 800. "It will be the Christian County Government Group Claims account," the staff member said.

Commissioners and staff discussed operational details: the account will have two authorized signers, and the county will need to deposit funds into the account because billing for claims may occur before the insurance deductible is reached. A staff member explained that money would be transferred into the account to cover early billing and then replenished afterward.

A commissioner described the move as a necessary response to rising premiums, noting that many large employers self-insure. After discussion, a motion to open an emergency checking account to pay health-care bills was made, seconded and approved by voice vote; "aye" was recorded and the motion passed.
