Committee forwards two procurement awards — insurance and flexible-spending services — to full board

At the Dec. 9 meeting the Budget Finance Committee voted to forward two procurement awards to the full Board of Mayor and Aldermen for final approval.
The first award (solicitation number 2020-519, contract 20250486) is to Public Risk Insurers of Franklin for liability, property and workers’ compensation insurance covering the city’s risk-management needs. Kevin Townsville, director of human resources, told the committee the award is for three years with an option to extend for two additional years and that the incumbent received the highest score on the solicitation.
The second award (solicitation 2026-0005, contract 2025-485) is to P and A Administrative Services Inc. of Williamsville, New York, to provide flexible spending account and dependent care services. Staff said the proposal carries an estimated fee of $4,166.40 per year and that several bidders were new to this particular service area; scoring favored the incumbent due to prior experience. Committee members asked about scoring gaps and staff explained the relative lack of comparable experience among other bidders.
Both motions to forward the awards to the full board passed on roll call. The committee’s recommendation sends staff procurement evaluations and the contracts to the board for a final vote.
