Council approves lease amendment for downtown restaurant project; TIF balance remains to be authorized

Council reviewed and approved an amendment to a previously approved lease for the Arcus (Harvest Restaurant Group) project in a TIF district.

City staff summarized the financial structure: the total project budget was roughly $2.3 million; the city's TIF commitment was described as $1.5 million. Staff said the council had previously authorized $605,000 and that roughly $895,000 remained to be authorized under the lease amendment. "The existing lease language ... remains largely untouched," an administrator said, and the amendment changes how remaining project funds are administered.

Council members pressed staff on surety and performance-bond issues. The transcript shows staff and the city attorney explaining that a surety/performance bond was not issued and that the city had, at one point, taken on some landlord work to keep the project moving. Aldermen expressed reservations about the restaurant group's financial position but voted in favor of approving the amendment so the project can proceed toward completion of roof, window and other remaining work. City staff said they expect to finalize lease language with an adjoining tenant and hope to have both leases completed in December or January.
