Commissioners approve service contracts: Horizons for 'core' clinical services, five-year IT contract with incumbent

Superintendent Michelle Weatherby presented a requested award of the county's 'core' program clinical-services RFP to Horizons. Weatherby said only one bid was received, that Horizons has provided the services historically, and that the county budgeted $77,000 for the clinical position starting Jan. 1, 2026. She recommended awarding the RFP to Horizons as more cost-effective than making the position a county employee. Commissioners moved, voted 'Aye' in roll call, and the motion carried.

County staff also presented results of a competitive procurement for IT/computer services. The IT coordinator (Tim Perry, referenced in materials) reviewed seven responses and recommended renewing with the incumbent vendor to preserve continuity. The administrator recommended a five-year contract (the five-year option saves money versus three years). Commissioners approved the five-year recommendation.
