Belknap commissioners approve CDBG application for Archways expansion and adopt housing plans

Belknap County commissioners voted to submit a Community Development Block Grant (CDBG) public-facility application to support Archways’ facility expansion in Tilton and authorized the county administrator to sign and execute any resulting contracts.
At a public hearing, presenter Donna Lane outlined the request: Archways, a nonprofit family resource center on Black Prospect Street, proposes adding a full second story to expand programming space. The application seeks up to $500,000 in public-facility funds, with up to $35,000 retained by the county for eligible administrative and labor-compliance costs; the remainder would be sub-granted to Archways. Lane said the majority of people served by Archways are low- and moderate-income, a criterion for CDBG funding.
Commissioners also considered the Uniform Relocation Act-required anti-displacement relocation-assistance plan that accompanies CDBG applications. County staff told the board the project does not anticipate displacement; if displacement became necessary the county would follow the plan’s measures to identify comparable housing and temporary accommodations for affected staff and participants. After no public comment on these items, the board closed the hearings and moved to approve the application and the anti-displacement plan. The motion to authorize submission and to empower the county administrator to execute necessary documents carried after recorded 'Aye' responses.
Separately, the board adopted Belknap County’s housing and community development plan, a three-year strategy last adopted in 2023 that the presenter said guides county objectives on housing, community facilities and social services. The county administrator recorded the adoption.
The next procedural step is submittal of the CDBG application to the New Hampshire Community Development Finance Authority; if the grant is awarded, the county expects to execute a subgrant agreement with Archways and proceed with funding for building work and compliance reporting.
