Cabarrus County swears in Ian Patrick, elects Laura Lindsey chair and proclaims MLK Day

The Cabarrus County Board of Commissioners on Tuesday appointed and swore in Ian Patrick to fill a vacant seat and then elected Laura Lindsey as board chair. The board also adopted a proclamation designating Monday, Jan. 19, 2026, as Reverend Dr. Martin Luther King Jr. Day in Cabarrus County and recognized the county budget team's recent award.
Ian Patrick was nominated by the board and the motion to appoint him carried as recorded in the meeting. Patrick repeated the oath to support the constitutions of the United States and North Carolina and to "faithfully discharge the duties of my office as Cabarrus County Commissioner." After the swearing-in he thanked the party and commissioners for the appointment, referenced former commissioner Lynn Hsu and suggested the board consider a naming opportunity to honor Hsu's service.
The board then reorganized its leadership. Commissioner Laura Lindsey was nominated and elected chair by a recorded board vote (the meeting transcript records the outcome as 4'to—2). Ian Patrick was nominated and approved as vice chair in a unanimous 5'to'0 vote.
Earlier in the meeting the board read and approved a proclamation recognizing the life and legacy of Reverend Dr. Martin Luther King Jr. and encouraging county programs and events; that motion carried unanimously. The board also recognized the county budget team for receiving a distinguished budget presentation award from the Government Finance Officers Association, with Jim Howden congratulating team members named in the meeting.
The board closed regular business for a short recess to reorganize seating and then continued with the agenda. Before adjourning the board voted to enter closed session to consult with an attorney and discuss acquisition of real property under North Carolina law (G.S. 143'318.11); the motion carried 5'to'0.
