Committee records additional charter proposals including budget control and term‑limit repeal
Summary
Beyond BOE and procurement, staff recorded proposals to guarantee floor votes for stalled committee bills, restore budgetary control to the council, consolidate offices under a city administrator, create a recall process for the council president, and repeal term limits established by Question K (2022). The committee placed several of these items in a research/prioritization 'bucket.'
Staff reported seven new topic submissions and the committee briefly discussed several items that did not receive prolonged debate during this meeting.
The submissions included: a rule to allow any bill not voted on in committee within 90 days to be advanced to second reader (each council member could trigger that advance up to three times per year); a proposal to require the mayor to submit a draft budget and restore amendment power and majority adoption authority to the council (also removing mayoral veto of line items); consolidation of offices into executive departments under a city administrator; a recall mechanism specific to the council president’s office; and a committee proposal to repeal term limits adopted by Question K in 2022. Staff noted the BOE reform item was identical to a previously reviewed proposal.
Chair Dorsey adopted a 'bucket' method for prioritization: items with broad consensus for change, items needing more work, and items without council consensus. Several items were placed in a bucket for further research rather than immediate drafting. The committee instructed staff to follow up with the authors of public submissions and to bring more detailed materials to the next meeting.
