Planning staff presented the city’s 2025 annual comprehensive-plan amendments, covering privately initiated and city-initiated text and map changes.
Charlie Taylor and senior planning staff described a privately initiated amendment affecting 15 parcels totaling about 44 acres in the Lakeland Hills South PUD boundary (located at Lake Tapps Parkway SE and Sumner Tapps Highway). The parcels are owned by the Auburn School District and are located in Pierce County; staff proposed amending the land-use designation to 'public/quasi-public' and rezoning the parcels to P1 (public use district) to accommodate a future middle school. The change would complete an earlier step that extracted parcels from the PUD boundary and would align the comprehensive plan and zoning with the school district’s capital facilities plans.
Staff also walked council through seven city-initiated text amendments and one map amendment involving capital-facilities-plan updates from the four school districts that serve Auburn, corrections to housing-element tables, procedural SEPA and Growth Management Act clarifications, and other technical edits. Planning Commission recommended approval of both the privately initiated amendment and the city-initiated amendments.
What happens next: staff will include the amendments on a future council agenda for formal consideration and action.
