A member noted the board currently consists of the mayor, the comptroller, and three public members who are appointed by the mayor, and asked who appoints those public members (answer: the mayor).
Members said they need more context on why the board was created and what specific functions justify its charter status. The committee asked staff to obtain historical and administrative background and to invite the finance director and the mayor’s office to offer their views. Several members said adding a council presence could address occasions when councilors lack timely visibility into large financial transactions.
No action was taken; the committee requested targeted briefings and comparative research.
