The Gurnee Village Board voted unanimously on Dec. 15 to adopt seven 2024 International Code Council (ICC) model codes, applying local amendments and setting the effective date for new permits.
Community Development Director David Ziegler told the board the package includes the 2024 International Building Code, International Residential Code (for 1‑ and 2‑family dwellings), International Fire Code, International Fuel Gas Code, International Mechanical Code, the new International Swimming Pool and Spa Code, and the International Wildland‑Urban Interface Code. Ziegler said the village is updating from an older code cycle and that the changes are intended to be forward‑looking.
Key local amendments the board approved include aligning the village’s daycare threshold with state/Department of Children & Family Services levels (moving the village threshold to match the state threshold), modifying minimum elevator space to fit local fire‑department stretchers, disallowing unvented gas log heaters and corrugated stainless steel tubing for fuel‑gas installations, and carrying forward the village’s longstanding requirement that commercial buildings have sprinkler coverage. Ziegler also noted new fire‑alarm standards for battery life in new construction or major alterations — the board discussed requiring a 60‑hour battery life for fire alarms and related radio systems to bridge gaps when power outages occur.
The board confirmed the adoptions are effective March 1 and that staff must provide required notices; Ziegler said the village must give a 60‑day notice prior to activation so building permits submitted after March 1 will be subject to the new codes. The board approved each ordinance on separate roll-call votes.
