The council approved a resolution awarding a contract to Bandy's Construction Company, Inc. for construction of a hardened Emergency Operations Center to be collocated at Fire Station No. 1.
Fire Chief Ian Kemp told the council the city received a $4.5 million state appropriation in 2023 for the facility; the total construction portion was budgeted at $6 million. Bandy's bid of $5,484,590 came in under budget; the project will be funded through the $4.5 million state appropriation (reimbursable) and approximately $1.5 million in city funds. The city engineer and architect reviewed the bid package and found the submission complete and meeting project requirements.
Council members asked about the state reimbursement timing and deadlines. Staff said the project must be completed by Feb. 28, 2027 under the current appropriation terms; the city has submitted a reallocation request as a contingency. The city will seek periodic reimbursements during construction rather than waiting until project completion. Bandy's and staff anticipate roughly a one‑year construction window once work begins.
Council moved and adopted the resolution authorizing the city manager to execute the contract. Council members noted the bid was roughly $600,000 under the construction budget and that the city should proceed with oversight on reimbursement submissions and schedule adherence.
