Henry County delays highway bid opening to Jan. 14 after packet-distribution problems

Henry County commissioners voted unanimously to postpone opening highway bid packets and to schedule the opening at their Jan. 14 meeting after hearing complaints that the bid materials were not made available on the advertised date.

Speaker 3 told the board several callers reported they could not obtain bid packets until Nov. 17, which left insufficient time to prepare bids. "The bid packets were not made available on the date, and we're not given out until the seventeenth," Speaker 3 said, explaining the rationale for a postponement. Commissioners discussed options including a five-day extension, a special meeting, re-advertising, and whether unopened packets could be returned to bidders to allow resubmission.

After staff and commissioners reviewed publication-window requirements and holiday scheduling, Speaker 3 moved to open highway bids at the county's first January meeting (Jan. 14); Speaker 6 seconded. The motion carried 3-0. The board also agreed that if a bidder wished to retrieve an unopened package to re-submit under the extended schedule, county staff would accommodate that request.

The board discussed the mechanics of re-advertising and the county's regular publication deadlines and noted that holiday schedules complicate rapid re-advertising. Speaker 2 advised that re-advertisement could be required if the county sets a due date earlier than the typical notice window. The commissioners directed staff to coordinate notices and confirm the Jan. 14 opening date in county advertising.
