Winona County staff asked the planning commission to correct county land-use records and return a roughly 1-acre parcel near State Highway 14 to an agricultural designation, and the commission voted to recommend the change to the county board.
Staff explained the request was primarily housekeeping: the parcel’s historical record showed a mix of industrial, commercial and annexation-era changes that left the county’s GIS and comprehensive land-use map inconsistent. The owners (Mark and Cheryl Leonard) asked to reclassify the parcel from a rural residential service/commercial designation back to agriculture, which would make the parcel consistent with current adjacent agricultural zoning and the owners’ development plans.
The owner plans to erect a 100-by-60 structure that would include seasonal living quarters. Staff said neighboring commercial uses (a seed business) would remain as commercial and that the county solicited MnDOT comments due to proximity to Highway 14. Staff cautioned that any drainage impacting the Minnesota Department of Transportation right-of-way must be handled on-site and that building permits and stormwater/impervious-surface discussions will happen at the permitting stage.
After questions about setbacks, drainage and historic zoning rationale, the commission moved and seconded a recommendation to the county board to reclassify the parcel; the motion passed by voice vote. Staff characterized the action as an administrative cleanup to make official maps and records consistent.
