Commission backs conversion of existing farm building into residence in Richmond Township

Winona County planning commissioners recommended approval of a conditional-use permit to create a new roughly 2.5-acre parcel and convert part of an existing agricultural building into a residence in Richmond Township.
Staff planner Olivia explained the petitioner would split a roughly 101-acre parent parcel, creating a 2.5-acre lot for conversion of an existing structure. She said the proposal would not add new structures or disturbance beyond a septic installation, and that Richmond Township had indicated support; staff recommended approval with two conditions.
"They're proposing to split 2.5 off of that, so there'd be a 98.5 acre parcel left," Olivia said, and she added the conversion would use the existing building rather than construct a new home.
Petitioners Todd and Lisa Huff explained the change would allow their daughter and son-in-law to return from Utah and live nearby at lower cost; they said the building footprint would remain the same and that the front of the building would remain farm storage while the back would be used for residential space.
The commission opened and closed the public hearing with no public speakers and then voted to approve the staff recommendation with the drafted findings and conditions. The case was scheduled to be forwarded to the county board on December 11 at 6:00 p.m.
