Zoning hearing master hears remand for Navarro Produce trucking site; staff recommends approval pending plan amendment

Todd Pressman, representing the applicant, presented a remanded planned‑development application seeking to rezone a rural parcel from AS1 to PD to allow one residence, a truck dispatch office, a warehouse and open storage for nine commercial and nine domestic vehicles. Pressman said the operation, Navarro Produce, runs weekly runs to Texas and that the design locates truck parking more than 600 feet from the nearest residence and uses Type A buffering and a 6‑foot fence where needed. He said recent traffic items are being revised and that the project will be smaller once those changes are incorporated.
Tanya Cioppella of Development Services told the hearing the proposed 0.93 FAR and setbacks comply with the SMU‑6 allowance and that staff finds the proposal compatible with the surrounding pattern; staff recommended approval subject to the associated comprehensive plan amendment (CPA 2501) and conditions in the staff report. Planning Commission staff (Melissa Lionheart) echoed that the SMU‑6 designation (if approved) allows agricultural and light industrial support uses and found the rezoning consistent with plan objectives, noting the site’s distance from residences (roughly 1,000 feet to nearest home in one presentation) and existing agricultural uses nearby.
No members of the public appeared in support or opposition at the hearing. The hearing officer noted he will file a recommendation within 15 working days to the Board of County Commissioners, which will take the final action at its land‑use meeting (staff indicated those hearings are tentatively scheduled for February 2026).
