Ellensburg — On Dec. 15 the City Council accepted a notice of intent to commence annexation proceedings for a parcel south of the BNSF right-of-way along Highway 97 and directed staff to proceed with statutory steps required under RCW 35.8.14.
Mark Rudd, associate planner, explained the property’s future land use designation is light industrial and recommended simultaneous adoption of IL zoning if annexation proceeds. Rudd outlined the statutory process: staff will forward the petitioner’s materials to the county auditor for certification, and planning commission review and a planning commission recommendation will be required before council holds ordinance readings.
Council voted to accept the notice, set the annexation area as shown in the packet, direct simultaneous zoning adoption, and require the annexing area to assume all or a portion of existing city indebtedness per the staff recommendation. The motion passed by voice vote. Staff said subsequent steps will include petition review, auditor certification and scheduling public hearings.
