Board approves opioid-settlement spending for first-responder equipment and related procurement exceptions

The Champaign County Board on Nov. 20 approved multiple items allocating opioid-settlement funds to fire protection districts for first-responder equipment.
Resolution No. 2025-327 authorized agreements between the county and fire protection districts to provide equipment intended to improve overdose survivability. The sponsor and supporters described the funding as a chance to put equipment into service in outlying districts that are far from hospital care.
Because the planned purchases covered multiple districts and were large in volume, the board also approved Resolution No. 2025-328 granting an exception to the county purchasing policy to allow a bulk procurement across multiple districts. The sponsor said single-district purchases previously complied with policy but the combined purchase required an exception.
A budget amendment (Resolution No. 2025-329, BUA 2025-11-129) increased appropriations in the Opioid Settlement Fund (Fund 2680, department 75) by $167,000 to support these purchases. That amendment passed on a unanimous roll-call vote.
Next steps: staff will execute agreements with participating fire protection districts, proceed with the bulk procurement under the approved policy exception, and report back to the board as implementation proceeds.
