Kenmore honors outgoing Council Member Deborah Shrevnick; staff reports on community projects

The Kenmore City Council paused formal business to recognize outgoing Council Member Deborah Shrevnick for eight years of service and decades of local volunteer work.
Colleagues praised Shrevnick—s leadership on parks, planning and community events; an online guest, Rob Carlinzi, and multiple council members highlighted her role in initiatives such as the Walkways and Waterways bond, the Kenmore Waterfront Activity Center and the Kenmore Quad. The council presented a plaque and recessed for cake and photos.
Earlier in the meeting the city manager reported on WinterFest (Dec. 6), describing an estimated attendance of more than 500, 28 vendors and performances by local school groups, plus a food drive supporting Imagine Housing.
In staff reports Assistant City Manager / Community Development Director Debbie Bent updated the council on a North Shore Park and Recreation Service Area feasibility study for a regional aquatic and community center. NPRSA selected a Woodinville site in October 2024; an architect was hired, community survey results are expected in January and timing for any bond measure is to be determined.
Bent also provided an update on boathouse agreements: the city currently holds contracts with the Kenmore Community Rowing Club and the North Shore Boosters and is not charging rent at present though the contracts permit rent (staff noted July 2025 and July 2026 as earliest potential start dates mentioned for the two users). She also recalled a construction funding shortfall that initially was about $340,000 and later increased to approximately $540,000; fundraising efforts by the users disbanded in 2023.
