Council committee approves applications for ODNR pool grant and state infrastructure loan, and a grant consulting contract

At its Nov. 24 meeting, Elyria’s finance committee approved several funding and contracting items: authorization to apply for an ODNR Land and Water Conservation Fund grant for improvements at North Park pool; acceptance of a State Infrastructure Bank loan application to help fund ODOT urban paving projects; and a professional services agreement with Macaulay & Company for grant consulting and public affairs work.

Parks Director Reardon said the city already filed the ODNR application and is seeking authorization to accept the grant if awarded. The proposed North Park project includes removing the nonoperational baby pool, replacing it with a splash pad, mechanical repairs, shade structures and interior and gutter work; the total estimated project cost is slightly over $1 million and the city requested $500,000 under a 50% matching program.

Engineer Schneider discussed a planned urban paving project on Abbey Road North and State Route 57. Schneider said ODOT’s urban paving program typically covers surface course and pavement markings and operates on an 80/20 federal match; the overall project was estimated at $3.5–$4 million and the city would apply for a State Infrastructure Bank loan of $1,450,000 with an estimated city share of roughly $1,350,000.

Mayor Brubaker presented a one‑year professional services renewal with Macaulay & Company for grant consulting, lobbying and public relations. The 2026 contract will be paid from temporary income tax economic development funds and increase by $24,000 to $144,000.

All three items were approved by the committee and will proceed for final council consideration as required.
