Summary
Committee recommended full-council approval of two ratified collective‑bargaining agreements with SEIU locals: a $19,000 FY25 transfer for SEIU Local 888 Carpenters & Trades and a $16,000 transfer for SEIU Local 888 parking attendants (enterprise fund). Both include 2.5% increases across FY25–FY28 and requests to waive 30-day processing to include retro pay.
The Budget & Finance Committee voted Dec. 11 to forward two ratified collective‑bargaining agreements to the full City Council.
Budget staff presented the SEIU Local 888 Carpenters & Trades agreement (item 4472‑25), noting the contract term runs July 1, 2025, through June 30, 2028. Staff said the union membership ratified the agreement; the FY25 portion requires a $19,000 transfer to cover retroactive pay given the contract and current vacancies (13 budgeted positions, 9 active members). Committee members asked about the percentage increases and the number of positions; staff confirmed 2.5% increases in each of the three years and that the department requested waiving the 30‑day waiting period to process retro payments.
The committee also considered the SEIU Local 888 parking attendants agreement (item 473‑25), an enterprise‑fund contract that includes 2.5% increases across FY25–FY28, and new language clarifying eligibility for an additional utility parking attendant pay assignment when a position is vacant for more than two consecutive weeks. Staff said the unit has 13 positions (11 attendants plus a senior and a utility attendant). The committee voted to send both agreements to the full council with favorable recommendations; roll-call votes recorded affirmative votes from Councilor Wendy Luzon, Council President Giovanni Rodriguez and Chair Stephanie Fante.
