The Lawrence Licensing Board on Dec. 17 voted to suspend a nightclub's license for two days and assess a $500 fine after police described an incident in which underage patrons were found inside the premises and security relied on phone images rather than valid photo IDs.
Police said officers responding to a Nov. 7 detail found what they described as two females who appeared younger than 21 seated with alcohol on the table and observed phone images rather than physical state IDs. A police summary presented to the board noted about 95–105 patrons inside near closing and reported observed smoking and possible after-hours service.
A police representative advised the board that acceptable identification includes a state driver's license, state ID, U.S. passport, or other official government ID and that phone images are not acceptable. The manager and owner acknowledged mistakes and said they would change security vendors and improve exit procedures.
During deliberations, the board first voted to issue a verbal warning for a first offense. The board then passed a second motion to suspend the venue's license for two days and levy a $500 fine; the suspension dates were set for January (to avoid holiday weekends) and staff was instructed to collect the fine via certified check.
"...they showed us photo IDs from the phone. No actual photos," the police representative said when describing the incident. Board members emphasized that venues must adopt better ID verification systems, such as ID scanners, and ensure security and managerial oversight at late hours.
