The commission spent substantial time reviewing Chapter 3 (facilities) and Chapter 5 (terminal/hangar opportunities) of the Middleton Airport Master Plan. Staff highlighted potential development parcels east of the terminal and other quadrants; several potential sites would require wetland mitigation or annexation because they lie outside the city boundary.
Brian explained that FAA grant assurances commonly cover a significant portion of construction costs (he estimated FAA might fund the majority while the city provides a small local match) but that the airport enterprise fund does not have the upfront capital for preliminary design, environmental assessment and infrastructure work. He outlined options that could include a tax‑increment financing (TIF) district or consulting support from firms such as Mead & Hunt to scope costs and environmental needs.
Commissioners asked for a structured economic analysis comparing the master‑plan options: potential leasable square footage east of the terminal, revenue per hanger based on typical lease rates, costs for clearing, paving and utility extensions, and estimated FAA funding likelihood. Several commissioners stressed the need for incremental, data‑driven steps rather than immediate annexation or large construction projects.
What’s next: Staff will scope an economic/feasibility analysis of master‑plan options, identify consultant cost estimates and return with a recommended work plan. Commissioners emphasized public engagement and clear financial modeling before any annexation or major capital decision.
