Mayor Sam Scafidi read a proclamation at the Nov. 25 Twinsburg City Council meeting recognizing Scott Barr for eight years of service as a councilperson at-large and thanking him for his contributions to committees including community relations, environmental, finance, planning, public safety and public works.
The proclamation noted Barr’s prior 10-year career as a police officer, his business experience (vice president of D and B Homes and co‑owner of Solon Glass Center), and family details, and said the city, administration and council extend “sincere appreciation” for his service. “We, Sam Scafidi, mayor of the City of Twinsburg, and the members of city council, thank Scott for his 8 years of service to the city of Twinsburg,” the proclamation read.
Barr addressed the council and the public, calling his combined public service—between policing and council—“close to 20 years” and saying the experience has been “a privilege and an honor.” He urged residents and meeting attendees to keep disagreements civil and to participate in public meetings: “Disagree civilly,” he said, adding that civic disagreement is part of producing better outcomes.
Councilmembers and staff praised Barr’s work at length, noting his role in passing a police and fire levy and his leadership positions on council. Several colleagues described Barr as a steady, thoughtful presence and thanked him for mentorship and friendship.
The proclamation is signed and dated November 2025. Council noted a swearing-in ceremony for incoming officials scheduled for Dec. 1. The council adjourned at 8:23 p.m.
