Decatur County Council adopts salary ordinance changes and formalizes personnel-review committee process

Council considered a salary ordinance that removes employee names from the ordinance and instead lists positions with pay bands and base rates. One council member said new hires should start at the base rate (identified as $20.25 in discussion) rather than at the higher 2026 rate listed for incumbent employees. The council discussed longevity pay and agreed that the new-hire base should remain at the 2025 level while incumbent adjustments occur through the salary schedule.
A motion to adopt the salary ordinance (position-and-rate format) was made and approved by voice vote. Council members also voted to formalize a personnel and salary committee process: requests for new positions or employment-status changes should be submitted to the committee at least one month in advance with required documentation; the committee will research pay bands, history and justification and return a recommendation to the full council to improve consistency in decision-making.
Council agreed that the recent requests for an additional deputy and the proposed concessions hire should be routed through the personnel committee for review before final hiring decisions.
The ordinance adoption and new committee process were recorded by voice votes; the council asked for periodic (quarterly) updates so full council members retain oversight.
