Council member Artino moved the ordinance. City staff said the change is a “tidy up and clarification” to reflect planning commission intent: that commercial or business‑related expansions must meet commercial parking requirements, while residential additions that already meet a typical two off‑street parking‑space standard would not be reclassified as commercial and required to add parking.
A council member asked for an example of where the current language would have applied incorrectly; staff responded that under the text as written, a major renovation to a house could have triggered additional parking requirements, and the amendment corrects that unintended consequence.
The ordinance was adopted on final vote by roll call. Council members recorded affirmative votes and the clerk announced the ordinance carried.
