Council accepts $431,600 bid for HPP substation expansion

Council on Dec. 9 approved Resolution 87-2025 to accept a bid and enter an agreement with Thayer Power and Communications for professional construction services on the HPP substation expansion project.
Mr. Ebert introduced the resolution and city project staff described the work as the cabling and electronic configuration that ties the already purchased transformer and switchgear into the system. City staff said four bids were received; the low bid from Thayer Power was $431,600 and engineers recommended it as the lowest responsible bid. "We received 4 bids ranging from this bid, which is the lowest and best from 431,600 to over $2,000,000," a city representative said.
Project staff said the switchgear is expected by April, with underground and grounding work completed beforehand, and the contractor’s work would allow the city to energize the third transformer around May.
Council voted to accept the bid and move forward. The project was funded in part by $2.5 million of bonds previously issued for the transformer work; additional SCADA work remains as a follow-up phase.
