Council places one-year SRO memorandum of agreement on first reading after school-board approval

Council members on Dec. 9 moved to waive the three-reading rule and placed Resolution 802-2025 on its first reading. The resolution would authorize a memorandum of agreement (MOU) between the city and the school district, allocating partial funding and outlining duties and expectations for a school resource officer (SRO) for a one-year term.
Police Chief Graham described the MOU’s history and said it was developed using a draft from the Ohio School Officers Association and was refined with legal review. "The MOU basically outlines the goals, the roles, the duties, the expectations, of what kind of service and the best quality of service that we can provide the school with the SRO program," Graham said.
Chief Graham said the school board unanimously approved the MOU and that it will be a one-year document starting July 1 of the next school year and will be reviewed annually. Dr. Chapman, the school superintendent, was present to answer questions and to demonstrate collaboration between the city and the school.
Council did not take final action to implement funding on Dec. 9; the item was placed on first reading with the expectation that staff and school officials will return with any additional details for formal adoption.
