District demographer: K–2 decline and low birth rates are driving near‑term enrollment dips

Rick Bramer, the district demographer, told the Lee's Summit R‑VII Board of Education that a long shift in age structure and recent falls in birth rates have produced smaller kindergarten cohorts and are now reducing enrollment at higher grade levels.
"So total population doesn't mean what it meant before," Bramer said, describing how Lee's Summit has added housing while the share of residents under 18 has fallen. He told the board his team uses two projection models — a macroeconomic top‑down model and a finely grained subdistrict model that maps roughly 170 planning 'grids' — supported by a building‑permit database dating to 2002.
Why it matters: the district's K–2 group has been declining since about 2011, Bramer said, and that decline was amplified by the COVID drop in 2020–21. He reported that kindergarten enrollment fell about 22% over a recent lagged period while births countywide are down roughly 18% compared with 17 years ago. "The birth rate appears to be stabilizing," he added, "but it will take 12 years to work its way to the high school level." These cohort dynamics mean short‑term declines at several levels even as the broader community continues to add housing and total population.
Housing and locality effects: Bramer said about 48% of new housing units added in the last decade were multifamily, largely apartments that, in Lee's Summit, he described as "urban lifestyle" developments not designed or marketed for families. That pattern, he said, yields fewer students per unit than single‑family development. He pointed to local gains in places such as Chapman Farms and Woodland Trails and early declines after build‑out in Eagle Creek, illustrating that neighborhoods can peak quickly and then backslide.
Projected outlook: Using mapped future land‑use polygons and project timing, Bramer estimated the pipeline could yield roughly 11,500 housing units over the next 10 years, with a slight majority multifamily. He estimated those projects could eventually add about 2,350 school‑age persons (ages 5–17) to the district, concentrated in later years as PR (property reserve) lands and other subdivisions develop. Bramer also gave a current net loss estimate of 259 K–12 students this year and said a smaller loss could continue into the next year before stabilization.
Board questions and clarifications focused on data vintage, the difference between county birth rates and district kindergarten counts, and where the district had shared the data. Bramer said the maps and some field work were current through August/September, that the parcel‑level database allows him to differentiate housing density and type for student‑generation assumptions, and that the CFMP and other planning teams will use the data in facility planning and boundary considerations.
Next steps: staff said demographic findings will feed the district's CFMP recommendations for boundary and facility planning and will be discussed again when the CFMP reports back, with additional updates slated in January.
