The Westfield Finance Committee on Nov. 24 was introduced to an appropriation ordinance intended to fund an extra biweekly payroll that arises from the 2026 calendar and the Jan. 1 banking holiday.
Marla explained the payment is timing-driven: "This is really a timing driven requirement that's caused by biweekly payroll schedules, and the January 1 banking holiday." She said the ordinance lists dollar amounts by department and that staff prepared a spreadsheet showing payrolls from January through June to calculate the impact.
Committee members confirmed the payment would come out of the 2025 budget at the 2025 salary rates because the time worked occurred in 2025, and that affected employees would be paid on Dec. 31. "They will get paid on December 31," one member said; Marla confirmed.
Marla said the ordinance was being prepared for publication for a public hearing and that it will be on the Dec. 8 agenda for approval. No final vote occurred at the Nov. 24 meeting.
Committee members discussed frequency; Kelly said this occurrence is cyclical and noted it next would occur in 2037 under the current calendar pattern. The committee asked staff to resend supporting materials and the detailed spreadsheet accompanying the ordinance.
