Baker Tilly work may delay Westfield's ACFR; staff now eye February completion

Finance staff told the Westfield Finance Committee on Nov. 24 that Baker Tilly is completing the conversion and audit testing for the city's annual compilation, but that the current pace means the work likely will not be finished by Dec. 31.
"Unfortunately, the current pace probably means that the audit won't be completed by December 31," Marla said, adding that "it appears a February completion date is probably more realistic."
Kelly, who works with the compilation process, said the city and Baker Tilly should aim to finish the current cycle before beginning new software implementation. "I would like to take advantage of Baker Tilly actually going through our effort for a second time before we go through this implementation of Gravity," Kelly said, urging a planned implementation in mid-2026.
Marla said the long-term goal remains submission for a Government Finance Officers Association (GFOA) certificate of achievement and that staff hope to complete the compilation and associated audit "all before June 30 of next year." She asked the committee for patience and noted that staff are responding to audit testing and producing required supporting work papers.
The committee discussed how software implementation and other initiatives could create bandwidth constraints during audit season; several members said they supported prioritizing the audit and delaying other major work until after the ACFR process is complete.
No formal action was taken on deadlines or contracts; staff were directed to continue coordinating with Baker Tilly and report back to the committee.
