Westfield council approves PUD, budget moves and four economic development resolutions in unanimous votes

The Westfield City Council approved a package of zoning, budget and economic development measures in a series of unanimous roll-call votes during the meeting.
Council approved Ordinance 25-54 to adopt the Schlegel Commerce Park PUD, a roughly 3-acre zoning petition on Grassy Branch Road, after Community Development’s Ryan Collingwood and petitioner Matt Pleasant described modifications to architectural elevations, lighting controls and site plans. "Motion activated lighting for anything as of right now..." Pleasant said, describing measures intended to limit overnight illumination and deter loitering in parking areas.
The council also adopted Ordinance 25-87, an additional appropriation to address a 27th payroll. Clerk Treasurer Marla Ehrlich said the operating balances are available and the appropriation aligns the budget with personnel costs. "The operating balances are available," she told the council while explaining the need to move funds to cover the payroll timing.
In addition, the council adopted four resolutions to amend or create economic development/TIF allocation areas: Eagletown (Resolution 25-164), Aurora (25-165), Grand Junction/Social Square (25-166) and Hamlin Crossroads (25-167); in each case Rachel Baker (Economic Development) described parcel additions or reconfigurations to set base assessed values for future projects. All of those motions passed on roll call by 7-0.
Council also suspended the rules and approved Ordinance 25-86 to allow routine year-end transfers within funds, and later approved Ordinance 25-88 to appropriate $6,900,000 from the Park District Bond 2024 Fund for Park Street streetscape improvements; staff said some bills were already due and the funds were needed to pay construction-management and design invoices.
